Public Hearing on Proposal Increasing Maximum Cost of Construction for Sewer District #1

Notice is hereby given that the Town Board of the Town of Greenville, Greene County, will meet at the Town Hall, 11159 Route 32, Greenville, New York, on the 12th day of July, 2021, at 6:30 o’clock p.m., prevailing time, for the purpose of conducting a public hearing upon a proposal by said Town Board to increase the estimated maximum total cost for construction of extensions and construction of improvements to the Greenville sewer district, as hereinafter described, at which time and place said Town Board will meet to consider such proposal and hear all persons interested in the subject thereof and concerning the same.
The Town Board of the Town of Greenville, Greene County, New York has previously approved improvements for the Sewer District #1 and its extensions thereto described in a Map, Plan and Report and amendments thereto, prepared by Delaware Engineering, P.C. and approved pursuant to its Orders dated March 7, 2013, November 17, 2014, July 20, 2015 and May 21, 2018.
The proposed increase to the cost of the extensions and improvements is described in an Amendment No. 4 to Map, Plan and Report dated June 21, 2021, prepared by Delaware Engineering, P.C. (“Amendment No. 4 to Map, Plan and Report”), on file in the office of the Town Clerk for public inspection. The Amendment No. 4 to Map, Plan and Report provides for an increase in the estimated maximum cost of the 2013, 2014 and 2018 extensions and for the construction of improvements, all in an aggregate increased amount of $7,720,000. Of such amount, approximately $1,862,668 represents amounts allocable to the original Sewer District #1 and the remaining approximately $5,857,331 represents amounts allocable to the extension areas described in the 2013 Order, the 2014 Order and the 2018 Order (collectively the “Extensions”). The Town anticipates the issuance of its obligations pursuant to the Local Finance Law and the receipt of a 0% loan from NYS Environmental Facilities Corporation (“NYSEFC”) to pay such costs.
The method of apportioning the costs of the Extensions is to assess the costs entirely against the lands benefitted thereby, being the entire area of the Extensions; and to assess, levy and collect costs from the several lots or parcels within such benefitted area in just proportion to the amount of benefit which the improvement shall confer upon such lots or parcels. The estimated total annual cost within the Extensions area for a typical residential customer or unit with an assessed value of $118,000 will be approximately $668 for the first year following construction, and the estimated total annual cost within the existing Sewer District #1 for a typical residential customer or unit with an assessed value of $120,000 will be approximately $665 for the first year following construction. The proposed hookup fee for the average property within the proposed Extensions remains $200.
